Sometime in middle of 2020 I wrote this perspective, below, that argued that the COVID19 lockdown presented itself as a live simulation of a countrywide shut down in the face of a political crisis. Since then the Uganda 2021 has morphed into a political crisis of sorts.
An internet blackout, heavy deployment of troops and a national level security alert have accompanied the poll with much of the focus on the presidential race ( it is important to keep in mind that nearly 1500 candidates are running for other lower races and these competitive races are the heart of Uganda’s electoral democracy). The role of the army, not often analyzed is the focus of this scenario building article.
