I have kept away from the buzz around Rwanda and the mutiny known as M23 ( named after the March 23, 2009 agreement for the integration of a previous group CNDP into the Congolese national army. Since the agreement was considered cancelled- so M23 took up its cause or something like that). In particular the comments of Stephen Rapp were something of a sensation too.
I will post here a preview of the coming August summit to bring the contenders together for a more serious if long road to political agreement in that part of the world.
